our agency fees are PAID!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!  :)  we are now the proud owners of a VERY HEAVY CREDIT CARD...  hahahahaha!  story of our lives!  we have our children courtesy of MasterCard! 

why take it with you, right??  :)  it will give the kids something to bitch about when they're older and have put us into an old folk's home from which there is no escape.   

what's left to do?  we are still about $2000.00 bucks short on our traveling money, which means that we have 80% of travel dough IN THE BANK!  a great feeling.  a huge relief.  we will have to pay cash for our hotels and In-China travel expenses, so still need to raise that, too.  that will be about $2000.00 or so depending on which month we actually travel.

looks right now like we are about 17 weeks away from traveling (maybe a tiny bit less, hopefully not much more).  so, it remains to be seen whether we can collect $4000.00 more bucks in the next few months.  we are determined.  ning yuan deserves for us to make our best effort and we have every intention of doing just that.

big changes in china adoption law:

so, here's the deal:  unless we get Travel Approval before August 1, 2011, we will probably lose our most highly valued home study agency.  after august 1, 2011, all agencies that participate in china adoptions must be hague accredited.  most, almost all agencies in VA are small, privately owned organizations that can not afford hague accreditation. there are only 5 in the entire state that have such accreditation.

also, the number and frequency of post-placement reports will increase on august 1, 2011.  the ccaa now wants to follow your family for 5 years.  seems like a very long time...  the number of reports is going up to 6 or 8 (i forget which).  anyway, there is a whole list of new requirements that can be found here:

i am deeply frustrated by these developments.  if they were really meant to help the kids, don't you think they'd be starting at home:  IN CHINA???  fixing conditions there would go a long way to truly help the children currently in their care.

i had written quite a rant, but deleted it.  i'm afraid to publicly criticize china for fear that they would prevent us from completing our adoption...  irrational, but there it is.  it's how they control people.

i'm not against trying to protect children, adopted or not.  i'm infuriated by the hypocrisy apparent in constantly developing new legislation in a country with a human rights track record such as it is in that country...  i can't say any more.  just hoping to be TA before August 1.  it's going to be very very close...

LOG - IN - DATE!!!!!!!!!!!!!!!!!!!!!!!!

WE ARE OFFICIALLY LOGGED IN WITH THE CCAA IN CHINA TO COMPLETE THE ADOPTION OF OUR SON, BENJAMIN AGOSTO NING YUAN BUSH-RESKO!!!!!!!!!!!!!!!!!!!!!!!

the next document we must receive to move forward is our LOA, or Letter Seeking Confirmation of Adoption.  in other words:  it's been a lot of months since you first decided to adopt this kid, we've finally received and looked through all your documents, you qualify to adopt him, and we'd like to give you permission to come get him, provided you haven't changed your mind?

to which we answer:  yes, thanks.  that would be most excellent.  :)

whew!  what a great day!!  we are LID as of today, march 14th, 2011.  the dossier went to china on march 4th, was hand delivered to the CCAA in beijing on march 4th and is now logged in.  great timing, really.  we were worried it would take so much longer than this to get this part done.  what a huge relief.  it's now out of our hands and, although we will have to file our I-800 and DS 230 soon (yipee!), all we can do for now is wait for that very important LOA to arrive.  this part could take several weeks.  we are being told not to expect any word for 4 to 6 weeks.  then things should move along a bit.  :)  fingers crossed.

a very very happy birthday to our darling sofia who is 6 years old today!!!!!!!!!!!  i can't believe she is so old and still so tiny.  :)  hahahaha!!!  she's a dear darling kid and peach of a daughter.  :)

not only is today our 18th wedding anniversary, and not only am i having emergency dental surgery later today, but the China Center for Adoption Affairs (CCAA) HAS OUR DOSSIER IN HAND!!!!!  now we should be about a week out from having a Log-In-Date (LID)!!!!!  a precious, precious step.  it's 10:30 pm on monday, march 7th, 2011, in bejing and they have our dossier.  :)

we're getting there, ben!!!!

DTC!!!!!!!!!

i can't believe it, we are DTC already!  our dossier is winging it's way to CHINA RIGHT NOW AS I TYPE THIS.  i hope it has strong wings...

it should take 3 to 5 days to get to beijing, will be hand carried to the central adoption authority (CCAA) and some time in the next 2 to 4 weeks will be logged in.  once we have a log in date (LID), we will get our next set of paperwork to do while we await china's OFFICIAL decision and either give us permission to adopt ben or refuse us.  we are expecting to be granted permission.  this is called a Letter Seeking Confirmation of Adoption (LOA).  hopefully, we will get LOA.  from that point, we are looking at 11 or so weeks until travel.

now, we need to get our tax return back in a relatively timely fashion...  holding breath on lots of things right now.

update:

it appears that we are going to be able to go forward - one step at a time.  we need to get through the next 6 to 8 weeks and see if our tax return appears.  if not, then we recheck with IRS to see where we are in the process.  once we know more, we can apply for hardship.  because our child is not ill or in danger, it is unlikely that we will get a hardship finding, but we will have to wait and see.

also, our agency, CCAI, says there are some ways we can postpone travel if it comes to that.  they are on board with us proceeding.  our last document in our dossier is on it's way to the agency and should arrive there tomorrow!  then we wait and see how long it takes to get the dossier on its way to china and logged in.

we are getting two similar, but different time lines from the agency.  travel says wait until you get your letter of acceptance and I-800 filed and then count 11 to 15 weeks from that date to travel.  dossier dept is saying, count 4 to 6 months to travel from being logged in.  we should be logged in some time in the next two weeks...  we have no idea when we could possibly travel and neither do they.  that is actually a good thing at this point...  stay tuned.

i can't believe what is going on.  seriously bad news about our trip.  we were planning on having our tax return to fall back on to travel to china, but now it appears that it won't be ready in time as we are having to paper file and the back up is several months long.

i'm just gutted.  and we are not the only family in this situation.  my friend, jaime, is also potentially looking at her adoption going away, too.  and her child is extremely ill and needs to come home very soon for lifesaving surgery.
